In the small jar of a high speed blender, add cashews, garlic powder, chili powder, and lime juice. Add enough cold water to make sure the cashews are covered - probably around ¼ cup.
Add cilantro, and then blend until smooth. Taste, and add salt as needed, blending to incorporate. Chill for 1 hr in the fridge; you can use it warm, but it tastes even better cold!
Add fries to serving basket. Add pico, Nacho Average Queso, and cilantro lime crema. Top with green onion pieces. Serve immediately.
